Looks at structural trends behind the evolution of the new regionalism in South America and the western hemisphere. Examines hemispheric diplomacy after the Summits of the Americas in Miami (1994) and Santiago (1998), focusing on the strengthening of the South American position in the FTAA negotiations and the Brazilian proposal for a South American Free Trade Area.
